Marwan Khalifa

Marwan Khalifa serves as Interim Executive Director of the Association of California Water Agencies (ACWA), the largest water organization of its kind in the nation. With a professional staff of approximately 40 employees and offices in Sacramento and Washington, D.C., ACWA is a statewide association whose approximately 470 local public water agency members are responsible for about 90% of the water delivered in California.

Prior to joining ACWA, Khalifa served as Chief Financial Officer and District Treasurer for Mesa Water District (Mesa Water®). He oversaw the district’s operations of the Financial Services Department, and is highly experienced in complex financial planning, forecasting and accounting. He is also a Certified Public Accountant. Prior to joining Mesa Water®, he worked as a Managing Partner for Inception Business Consulting.
