Heather Dyer

Heather Dyer, M.S., M.B.A., Chief Executive Officer/General Manager of the San Bernardino Valley Municipal Water District, leads a bold organization focused on empowerment, innovation, and regional impact. Since 2019, she has led the agency through transformative change, delivering more than $400 million in critical water infrastructure investments to strengthen long-term water reliability across Southern California. A former endangered species biologist with deep expertise in river ecosystems, Ms. Dyer brings a strong foundation in fisheries science, watershed ecology, and regulatory compliance to her leadership. She has advanced large-scale habitat conservation through the landmark Upper Santa Ana River Habitat Conservation Plan, protecting 22 native species while permitting over 100 water projects for the next 50 years. By integrating scientific rigor, business strategy, and regional partnerships, she is building climate-resilient infrastructure and collaborative watershed solutions that secure sustainable water resources and functional ecosystems for future generations.
