Charles Delgado

Charles Delgado is a Legislative Advocate at the California State Association of Counties working on environmental issues, including water. Prior to CSAC, he was Policy Director for Sustainable Conservation, an environmental non-profit organization, from 2021 to 2025. He also served in the State Water Resources Control Board’s Legislative Affairs Unit from 2009 to 2021, spending eight of those years as Assistant Director. In addition to the CWP 2028 Advisory Committee, he serves as a participating member in the California DRIP Collaborative, the San Joaquin Valley Collaborative Action Program, and the Sacramento Valley Flood Diversion and Recharge Enhancement Initiative.
